Users are not only limited by not wanting to change, but by the cost and hassle associated with updating their software.  Most virus software implementations are very invasive, and if anything goes wrong during installation or upgrade, can render a system useless.  "If it ain't broke, don't fix it" is the motto by which many people live when it comes to computers.  And who wants to spend more money on anti-virus software, until something goes wrong...
