On a hot August day in Washington, DC, Google and Verizon announced that they had reached agreement on a proposed plan touted to be a beginning point for legislation to preserve net neutrality, or equal treatment of customers to broadband access to the Internet. Customer and other interest groups immediately pounced on the pact, claiming it was full of loopholes "big enough to drive a Verizon truck through," according to one analyst. Is it really that bad?

FCC Chairman Genachowski has been increasingly visible as the date of the FCC's report to Congress on national broadband policy nears.He is not answering questions about whether the FCC will step in to regulate broadband carriers as common carriers. It would take a commission vote to do this. I believe he is confident he has the votes and will move to impose regulatory requirements.
