Commodities are and have increased dramatically over the last year.. Since many of these items are transported by truck, expect increased theftCargo insurers will respond accordingly, restricting the market or increasing premiums.Neither scenario bodes well.

Insurers' actuarial studies include consideration for catastrophes(cats) in their recommendation of rates and underwriting but they are not the sole factor. The underwriter is the ultimate decision maker. What happened is that insurers took too much risk in hurricane areas. They finally woke up and saw what they had lost. Reinsurance has much to do with the risk that is accepted by primary insurers. Because many coastal properties are laid off  to reinsurance, the reinsurers  complained  when losses started to come in and asked the primary companies to cut back

No major catastrophes. Reinsurance market is strong. Insurers bolstered by personal Lines market profits. That capacity is being used for competing in the Commercial market. Most of the competition will be in property insurance which has a shorter claims tail.

If restrictions are not applied to building in flood prone zones, there will be continual loss of property and life. Insurers cannot absorb the burden of local government zoning that allows scenic building without the cost of insurance going up. The result of loose zoning without the requisite cost of insurance will burden tapayers.  Florida is a good example where the state government has refused to allow insurers to raise prices.

Litigation would increase without insurance requirements. Law suits from injured parties would cause a breakdown in the judicial system and cause financial strain on insurance companies. Revenue would decrease but risk would stay or increase. See comments below. Insurance companies affected would be both Personal and Commercial auto insurers.
