The Section 42 Low Income Housing Tax Credit Program has been the primary tool for the development of affordable housing since the mid 80s.  The program is not efficient, because much of the funding gets used for soft costs.  It is also not as effective as it could be because it does not serve very low income households, rural area, or large families.
