The strategy has been tried and tested successfully by all of the major carriers. The exclusive handset strategy is not new, and is successful, but a new government probe is likely to curb the practice by all carriers in the future. The ultimate issue is source of new revenue growth because market penetration is at peak. Subscriber churn holds the key to growth because a quality network will enable services, which is the future of growth.

The effort buys Verizon time to complete the merger integration and comply with terms of government approval without losing customers. Acceptance by customers also allows Verizon to maintain low churn rates, and devise a marketing strategy in the divestiture markets.

This effort signals Verizon's acknowledgment that wireless growth has topped out, or will soon. Verizon is too self-conscious to step into the managed IT services space, because they obviously do not see the competitive landscape as it is. This move is too aggressive: they should test the market by partnering with existing managed IT service providers, by wholesaling data storage and/or fiber assets.
