Should Telstra split into two businesses: network and services respectively? The answer might be found in India. Countries like India that need to drive costs down so that they can offer services to customers on very low incomes are leading the trend. Soon the rest of the World will be forced to follow. Telstra should look to the future and not to its monopolistic past.

A privately owned corporation with a government guarantee creates a moral hazard. The problems are similar in most respects to those that were experienced in the Savings and Loan Crisis in the 1980s: THEN: The smart money money men found that if they recycled thrift institution money (that was supported by a government guarantee) to buy junk bonds, if the junk bonds lived up to their name and became worthless the taxpayer would pay. NOW The smart money securitized what are normally the most secure investments (household mortgages) and broke the link between the borrower and the lender. By selling the risk to investors who are so large they have an implicit guarantee from the government it once again became a one way bet with the taxpayer as the victim.
