question number one, is contingent to the answer.All will depend on the premise who will distribute these moneisA froud is big worry. With question number two it is easy.Ones ony is available, it is velcome in small ofices to have EMR.Many government institusions, VA  Hospital e.g. have  EMR and it works just perfect. Question number three : It should be understood, that in order to implement EMR some sort of a model should be available.One such model used to be  : So called distribution of the federal money through medicare services to Big Medical schools and departemments to support Residency programs.It worked very well while money was lasting.Then it stopped.But that model was very goodone.
