The decision on the part of the Ken Feinberg, the Obama Administration's "pay czar," to pressure Bank of America to reduce executive compensation for two key executives is short-sighted, and will ultimately be counterproductive.  The Administration's focus should be on strengthening board oversight of executives activities and compensation.

The MBA's index of refinancing applications has trended lower over the past few weeks.  The attached article makes the point that a number of factors may be impacting the index.  These factors include a limited population of homeowners that are able to refinance at this point, due to LTV constraints caused by falling home prices.  It also mentions some technical issues that may have permanently impacted the index.
