Marijuana will sooner or later be legalized so that it can be taxed by to meet public revenue shortfalls. As a safety precaution and political compromise, the drug will be subject to FDA approval possibly  as an OTC drug. Compliance with FDA regulations will squeeze smaller growers out, but open new horizons for big pharmaceutical and consumer packaged goods companies.
