There is a growing risk that data traffic will strain the capacity of wireless networks, and that networks will not be able to remain profitable while supporting emerging services that generate low revenue. Thus carriers have to update network to enhance its service and retain customers.

Analysts usually calculate the penetration level by the number of SIM cards among subscribers. Thus there were 196 SIM cards users out of 100 in Moscow, 186 out of 100 in St. Petersburg but this number has gone down in Ukraine.
