Changes in NS Fuel Surcharges

The Norfolk Southern (NS) is moving from fuel surcharges to incorporating these charges into base rates. NS will raise the point at which the fuel surcharge is effective from the current $23/barrel (WTI) to $64/barrel. The escalation feature will change from 0.4 percent to 0.3 percent surcharge for every $1.00/barrel change above the $64/barrel level.

The DM&E is working on the short list of remaining issues to its railroad into the Powder River Basin Coal fields of Wyoming. The remaining City to object to the Railroad is the Rochester, Minnesota since the railroad currently runs past the Mayo Clinic.

The concern with the Mayo Clinic has been noise and vibration irritating patients as well as causing problems with sensitive medical equipment. The other issue is Rochester’s fear that the railroad will not be safe for moving hazardous material and pose danger to the patients at the Mayo Clinic.

KFx Incorporated has been working for years to beneficiate coal to increase its heat content and reduce power plant emissions of sulfur dioxide, nitrous oxide, and mercury. This process applies heat and pressure to low-rank coal from the Powder River Basin of Wyoming.

They recently completed a test-burn of approximately 2,000 tons of the coal at Black Hill Power’s Neil Simpson Power Plant near Gillette, Wyoming.

This makes PGE a stand-alone company again since Enron acquired the company on July 1, 1997.

 

Dakota Minnesota & Eastern: A Third Railroad Into the Powder River Basin Coal Fields of Wyoming

South Dakota City Backs DM&E's Powder River Basin Project | www.progressiverailroading.com

The Dakota Minnesota and Eastern (DM&E) is a proposed 1,100 mile railroad into the coal fields of the Powder River Basin of Wyoming. The railroad would be a third alternative for those coal-hauling utilities in the Upper Midwest and Great Lakes Area.

The DM&E still requires the approval of Rochester, the one remaining city for which the railroad is anticipated to travel. The Mayo Clinic is objecting due to potential sound and vibration issues.

The Surface Transportation Board has approved the project. DM&E is now waiting approval from the Federal Railroad Administration on $2.5 billion Railroad Rehabilitation and Improvement Financing (RRIF).
