Mr. Christopher Simkins

Council Member Biography

Chris Simkins is the CEO of Chain Security, LLC, which focuses on securing telecom networks. He is also the Founder and Managing Director of Laconia Tetra and Laconia Law. Previously, he was with Covington & Burling as an Of Counsel, where he focused on national security matters related to foreign investment in the US, government contracting, and industry support for national security programs. Prior to that, Mr. Simkins served in the Justice Department, first as a trial attorney in the Counterespionage Section and then as Senior Counsel to the Assistant Attorney General for the Criminal Division. He was involved in a wide range of counterintelligence, counterespionage, and counterterrorism investigations and operations. He managed DOJ's involvement in the Committee on Foreign Investment in the US (CFIUS). In that role, he conducted over 200 reviews of foreign acquisitions of US companies and was the lead or co-lead negotiator for every significant mitigation agreement for a two-year period.
