Curtis Rich is Partner and Chair of the Public Policy Practice Group at Van Ness Feldman in Washington, DC. He represents trade associations, companies, and individuals before Congress and federal agencies relating to tax policy, appropriations, energy, the environment, public lands, and natural resources. His Federal lobbying practice concentrates on tax policy and appropriations matters. In the tax policy arena, Mr. Rich represents industry, trade association, and Native American clients. His clients also include renewable energy industry interests attempting to obtain expanded tax incentives under Section 45 of the Internal Revenue Code. On the Federal appropriations front, his clients include hospitals, not-for-profit agencies, Indian Tribes, and private landowners located throughout the Western United States. In addition, he specializes in energy policy and represents clients on natural gas supply, electricity, renewable energy, and energy development policy issues. Previously, Mr. Rich served for three years as Legislative Counsel to the National Rural Electric Cooperative Association (NRECA), where he was responsible for the development and implementation of federal legislative strategy on electric industry restructuring. He also served as Legislative Counsel to U.S. Senator Baucus (D-MT), where he advised the Senator on a wide range of policy issues including natural resource, environment, energy, economic development, transportation, and appropriations.
