Doug Carter is Senior Energy Advisor in the D.C. office of Van Ness Feldman. He provides advice and representation on coal technologies, environmental requirements, and energy matters. Prior to joining Van Ness Feldman, Mr. Carter worked for the as Director in the Department of Energy’s (DOE) Office of Planning & Environmental Analysis, Office of Fossil Energy, he was responsible for strategic planning, as well as environmental regulatory and legislative analysis related to the DOE’s coal research and demonstration programs. In this position, he evaluated the coal provisions in the House energy bill, analyzed the role of financial incentives in accelerating deployment of emerging coal-based technologies, and assessed the potential for coal gasification to provide lower cost fuel and feedstocks to the industrial sector.
