Eugene Lipkowitz was Of Counsel to Stevens & Lee, where he was a consultant on antitrust, unfair competition, and related subjects. He has counseled major institutions and corporations on compliance with federal and state antitrust laws concerning exclusionary behavior, mergers and acquisitions and other horizontal activity, trade association conduct, price discrimination, creation and termination of distributorship and other vertical agreements, and predatory pricing. Prior to joining Stevens & Lee, Mr. Lipkowitz served as a trial lawyer with the Special Trial Section of the Antitrust Division of the Department of Justice (DOJ) and was employed by the Federal Trade Commission (FTC), where he focused on the competitive aspects of horizontal and vertical combinations in the health care industry. He also taught economics for several years at Baruch College of the City University of New York. Mr. Lipkowitz is a frequent writer on antitrust law and merger review process, including such titles as "Antitrust Bugs Are Multiplying in Corporate Boardroom," "Unilateral Misconduct Under the Antitrust and Related Laws,” "Changing the Guard at the FTC: Important Lessons to Be Learned,” and "Changes as Well at the FTC and Antitrust Division.” He received his AB and LLB from Harvard University and his M.
