Mr. J. Curtis Moffatt

Council Member Biography

Mr. Curt Moffatt is a Partner at Van Ness Feldman in Washington, DC. Mr. Moffatt’s practice specializes in natural gas, electricity, and refined petroleum products regulation. He has been active in proceedings involving the interrelationship of the federal antitrust laws and federal economic regulation. His practice includes the representation of clients before state and federal regulatory commissions, state and federal courts as well as state and federal legislative bodies. Before the Federal Energy Regulatory Commission, Mr. Moffatt has been active in rulemaking proceedings, individual rate and certificate proceedings as well as confidential enforcement proceedings. In addition, Mr. Moffatt, serving as special regulatory counsel, has been involved in financial transactions including public and private placements involving cogeneration and gas and petroleum products pipeline projects. Mr. Moffatt participated in several Presidential campaigns as well as in the development of the initial charter for the Democratic National Committee. He first came to Washington to serve in the administration of President Jimmy Carter. Most recently he served on several fundraising committees for national Democratic campaigns. Mr. Moffatt also has advised Presidential transition and inaugural committees. Mr. Moffatt served in the Carter Administration as an Attorney-Staff Advisor to a commissioner of the Federal Power Commission, focusing on electric rate and gas certificate issues.
