Council Member Biography

Karl Zobrist is a Partner with SNR Denton LLP in Kansas City, Missouri, where he represents energy, telecommunications, water resource and other companies in various regulatory proceedings, before legislative bodies, and in complex and class-action litigation. He is former chairman of the Missouri Public Service Commission (1996-97) and of the Missouri Energy Policy Task Force (2001). Mr. Zobrist was instrumental in establishing the Retail Electric Competition Task Force and played a key role in the passage of Missouri's 1996 Telecommunications Reform Act (Senate Bill 507). He also represents industrial users in regulatory proceedings on water/sewer issues. Mr. Zobrist also served as Interim President of the Midwest Independent Transmission System Operator, Inc. (MISO), the first company to be certified by the Federal Energy Regulatory Commission as a regional transmission organization. He now serves as counsel to the MISO Board of Directors and as outside counsel. Among his other clients are Great Plains Energy Inc. and its subsidiaries, Kansas City Power and Light Co. and KCP&L Greater Missouri Operations Co. (formerly, Aquila, Inc.), ITC Hopldings Corporation's subsidiaries ITC Great Plains and ITC Midwest, and Missouri Gas Energy, a division of Southern Union Co.
