Malcolm McLellan is Partner in the Seattle office of Van Ness Feldman, where he focuses on energy, environment, and municipal and commercial law. In particular, he focuses on solving the problems that often arise when addressing electricity transmission issues. Mr. McLellan is involved in the formation of Grid West and the process by which it was integrated with the Western Interconnection and Canada. Additionally, he counsels clients on issues related to power marketing, including WSPP contact transactions, EEI contract transactions, and bilateral short-term and long-term transactions. With regard to the hydroelectric industry, Mr. McLellan regularly provides counsel on such matters as re-licensing, license amendments, and license compliance issues; non-FERC jurisdictional hydro; facility operations; Canadian treaty implementation; non-treaty storage agreements; the Pacific Northwest Coordination Agreement; and the Mid-Columbia Hourly Coordination Agreement.
