In the political arena, there is very little patience or will to progress slowly and steadily towards a difficult goal. It is much easier to "knee-jerk", fire leadership, and change direction than it is to work through very difficult operational issues. Healthcare providers aren't the best at process improvement because it is difficult and the "my patients are sicker" mentality prevents adoption of standardization.
With that said, the complexities of a national program may be more than a single organization can handle, and it should be broken up into more manageable projects with local control and accountability.
