Randall Tinkerman covers Strategic Due Diligence at Deutsche WindGuard, a German consulting firm in wind power, working independently for clients. Mr. Tinkerman is responsible for global market analysis, technical analysis of new turbines, M&A assessment and is expert in offshore windpower. Tinkerman was founding member of the Advisory Board at the first US China Wind Summit in December 2010, and is expert on the Chinese market. He is a Founder of Wind Power Management, a consultancy for US clients. Mr. Tinkerman has over 30 years experience in the wind power industry including co-development of the world's first utility scale, institutionally financed wind power plant in the Altamont Pass in California. He was a Project Manager for the California Wind Demonstration Project for the California Energy Commission and testified before the US Congress. Mr. Tinkerman was twice invited to the White House for energy policy discussions. He works in wind center Germany since 2002. (This is me - Update Profile)

The financial crisis has indeed dampened windpower project finance for the short-term. Such a situation precipitates strategic opportunities for well-placed players. This public statement by one of the largest global developers is evidence that the sector may open up with a bang in the near-term.

The main component of the Texas problem was the inability of conventional generation to deliver when the wind fell off. Predictions of future windpower are becoming highly reliable, even up to 30 hours. The Texas drop off was as predicted, but backup plants failed. Further, the entire US grid has reliability problems completely unrelated to windpower.
