Richard A. Agnew is a Partner at Van Ness Feldman in Seattle. Mr. Agnew represents a variety of clients before Congress and federal agencies, particularly on matters relating to federal natural resource, land, and water issues. His current practice focuses in areas of water, mineral, and other natural resource development projects, public utilities and Native American land use issues. Prior to entering private practice, Mr. Agnew served as Chief Minority Counsel to the Committee on Interior and Insular Affairs (now the Committee on Resources) in the United States House of Representatives. The Committee on Resources has jurisdiction over the uses of water, oil, gas and minerals that are derived from public ownership; national parks, wilderness areas and other matters of federal land use; Native American law; territories; federal power marketing administrations; and nuclear issues. As part of his responsibility as Chief Minority Counsel, Mr. Agnew acted as chief legal counsel to the Republican members of the Committee, with supervisory responsibility over the minority staff preparation of legal memoranda, policy analysis and legislative drafting involving all aspects of committee jurisdiction. Prior to serving as Chief Minority Counsel to the House Interior Committee, Mr. Agnew served as Republican Counsel to the Subcommittee on Public Lands and National Parks for a period of three years and previously as staff counsel to Congressman Don Young (R-AK).
