Council Member Biography

Rowland Sheard is the Managing Director of Energy Links Consultancy. Mr. Sheard advises in the area of large scale gas purchasing and sales for marketers, buyers, and power generators and leads gas negotiations. He has wide experience in liberalization, gas trading, gas fired power generation, pipeline access, gas quality, market entry strategy, gas risk management, LNG and LNG projects. Mr. Sheard's main experience is in Europe, with particular emphasis on the UK, but also has experience in Israel, Spain, Germany, the Netherlands, Malaysia, Côte d’Ivoire, and South Africa. He also provides executive briefing sessions on all aspects of the gas chain and adjacent areas in power generation. Previously, Mr. Sheard headed the gas purchasing activities of National Power (now RWE Npower & International Power) and, prior to that, with British Gas. He is a chartered gas engineer and former member of the council of the UK Institution of Gas Engineers. (This is me - Update Profile)

Cushion gas is generally considered a liability as generally it will never be recovered.  Portland Gas Storage Limited a quoted UK company specialising in natural gas storage has filed a patent proposing a method of accessing cushion gas in times of exceptionally high demand. The concept is simple, so simple that the patent might fail.  The proposal is to pump a liquid into the storage facility to displace the cushion gas.  One suggestion is to use sea water.
