Council Member Biography

Scott Delacourt is Partner at Wiley Rein LLP in Washington, DC, where he advises clients on FCC regulatory and transactional matters. He has a broad range of experience in wireless, telecom, mobile marketing and data privacy issues. Before joining Wiley Rein, Mr. Delacourt served as Deputy Bureau Chief (2004-2005) and Chief of Staff (2003-2004) of the Wireless Telecommunications Bureau of the Federal Communications Commission. As Deputy Bureau Chief, Mr. Delacourt developed and implemented FCC wireless and spectrum policy. He also served as lead FCC Official responsible for reviewing several billion dollar wireless transactions, including the Sprint/Nextel, Cingular/AT&T Wireless, and ALLTEL/Western Wireless mergers. Mr. Delacourt has served as an Adjunct Professor of Communications Law at The Catholic University of America Columbus School of Law and has lectured on communications law topics at Princeton University and the Digital Policy Institute at Ball State University.
