Shippen Howe is Of Counsel for Van Ness Feldman in Washington, DC. Mr. Howe's practice focuses on natural gas regulatory litigation before the Federal Energy Regulatory Commission (FERC) and the Department of Energy. Mr. Howe also advises natural gas pipeline clients on day-to-day matters such as capacity release, tariff implementation and revision, and blanket certificate construction. Additionally, Mr. Howe has assisted clients with rate filings and major audits of their FERC compliance procedures, including transportation contract compliance. At Van Ness Feldman, Mr. Howe has assisted natural gas pipeline companies construct significant new pipeline facilities in the United States, including such projects as the conversion of an 800-mile crude oil pipeline to natural gas service and the construction of over 1,500 miles of new natural gas pipeline facilities across 8 states to transport natural gas reserves out of the Rocky Mountains to the east coast. Prior to entering private practice, Mr. Howe served as a law clerk to three Administrative Law Judges at the Federal Energy Regulatory Commission, where he was involved in all phases of litigation before the Commission.
