Mr. Thomas Navin

Council Member Biography

Thomas Navin is a Partner at Wiley Rein LLP in Washington, DC, where he has extensive experience in a wide range of regulatory, litigation, and transactional matters, including issues involving traditional telecommunications as well as the Internet. Previously, he was Chief of the Federal Communication Commission’s Wireline Competition Bureau, where he played a key role in developing national policies governing broadband networks, VoIP services, local telephone competition, customer privacy, universal service, and intercarrier compensation arrangements. In addition to his most recent role with the Commission, he served as Chief and Deputy Chief of the Competition Policy Division of the Wireline Competition Bureau, Deputy Chief of the Policy Division of the Wireless Telecommunications Bureau and Attorney-Advisor in the Common Carrier Bureau’s Policy and Program Planning Division and in the Competitive Pricing Division. While at the FCC, he managed three of the largest telecommunications mergers in U.S. history. Mr. Navin oversaw wireless policy initiatives and rulemaking proceedings on issues including Advanced Wireless Services spectrum proceedings, Enhanced 911, CALEA, Truth-in-Billing, CMRS numbering and local number portability, rate integration and intercarrier compensation.
