My suggestion to Mr. Elop: make sure the investment community knows what you are doing and why. Transparency, an overused and misused word in Washington, D.C., is absolutely necessary in a turnaround of this magnitude.

The problem with regulatory budgets is that they are massive and unless you have a specific set of short term and long term objectives in mind, then it is important not to spend the money just for the sake of it. In short, Sprint did not need to spend that kind of money on lobbying in the last few years.
