The Year of the Tiger, which purports vigor and valor by the legend, has not turned out a winner’s zodiac but more like a prowling cat looking for its prey, as long as 3G is concerned. And this time, China Mobile is not alone. In January, by the lunar calendar, January was still in the Year of the Bull, 3G is anything but bullish. For the month, China Mobile reports adding 3.9 million TD-SCDMA customers, less than last December. Meanwhile, China Unicom added a meager 850,000 WCDMA customers.

The Chinese government says a to-be-named cable TV company will help facilitate “moderate” competition in a new landscape of “network convergence (NC).” An official from MIIT is quoted as saying the new company, expected to be a holding entity, is a another step to “explore” convergence that suits China, to “speed up” transformation of country’s telecom, broadcasting and Internet networks. The other intention is to put a “state-led entity” in control to prevent unruly competition.

Internal studies at the cable companies are causing a lot of concern. The current network model for CATV companies cannot sustain the projected growth in capacity demand for data solutions. We expect a dramatic increase in CMTS cost that will have to be managed.

According to the Level 3 executive, “We made it clear to our direct sales team and our partners that we were not going to look at on-net vs. off-net as a good vs. evil battle.” The apparent emphasis away from an aggressive last mile deployment strategy will certainly help operations costs. However, not looking to be less of a me-too CLEC is hardly a good sign for its overall business.
